I'm using Toon Boom, Harmony. Love it! How long did it take? Really hard to say. I started late last year, but it's a spare-time project, and I get very little spare time. Plus, being a learning experience there were plenty of instances of having to backtrack. Wild guess, 150 hours. Or 10 months, depending on how you count.
